Burnside's lemma and two-hole identity cards

State and prove Burnside’s lemma concerning the number of orbits of a group action.

Identity cards are made by taking square cards ruled into a \(7\times7\) grid and punching out two of the squares. A card can be inserted into a scanner in any orientation. How many different identity cards can be produced this way?
